The Governor of Haryana hereby announces the revised Haryana NEET UG 2025 admission process, replacing all previous notifications on this matter, for Undergraduate courses (MBBS/BDS) for the Academic Session 2025-26. This procedure will apply to Government, Government-aided, and Private Medical and Dental Institutions in Haryana, as well as those affiliated with Private Universities, namely SGT University, Budhera, Gurugram; Maharishi Markandeshwar University, Sadhopur, Ambala; and Al-Falah University, Faridabad. The notification outlines the steps and eligibility criteria to be followed for the admission process. It aims to ensure a transparent, uniform, and merit-based selection of candidates across all participating institutions.
Haryana NEET UG 2025 Reservation
The seat reservation framework for MBBS and BDS admissions in Haryana for the academic year 2025-26 defines the proportion of seats allocated to various categories in Government, Government-aided, Private Medical/Dental Institutions, and Private Universities to ensure fair and transparent admissions.
- In Government Medical and Dental Institutions, 15% of seats will be allotted to the All India Merit Category (NEET UG 2025), while the remaining 85% will be filled under the Haryana State Merit Category (NEET UG 2025).
- In Private Medical/Dental Colleges affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak, 50% of seats will be under the State Quota and the other 50% under the Management Category. Out of the Management Category seats, 15% will be reserved for Non-Resident Indian (NRI) candidates.
- The Haryana State Reservation Policy will be applicable to all State Quota seats in Government/Government-aided institutions and to 50% State Quota seats in Private institutions affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak.
- Five percent of State Quota seats will be reserved for candidates with Benchmark Disabilities as per the Rights of Persons with Disabilities Act, 2016, based on the NEET UG 2025 merit list and MoHFW/NMC guidelines. Disability certificates issued only by designated centres notified by NTA or the Medical Board at PGIMS, Rohtak, will be considered valid. In case of any dispute, the decision of the PGIMS Rohtak Medical Board will be final. Dates for the Medical Board’s evaluation will be announced on the Admission Web Portal and the websites of Pt. B.D. Sharma UHS Rohtak and DMER Haryana. Any vacant seats in this category will be filled as per the State Reservation Policy.
- In Medical/Dental Colleges under Private Universities — SGT University, Budhera, Gurugram; Maharishi Markandeshwar University, Sadhopur, Ambala; and Al-Falah University, Faridabad — seat distribution will follow Section 35 of the Haryana Private Universities Act, 2006.

Haryana NEET UG 2025 Eligibility Criteria
A candidate seeking admission to MBBS/BDS courses in Government/Government-aided Medical and Dental Institutions, as well as Open Merit Category (State Quota) seats in Private Medical/Dental Institutions, will be considered eligible if they meet the following conditions:
- The applicant must be a citizen of India.
- The applicant should be a bona fide resident of Haryana as per the instructions issued by the Chief Secretary to the Government of Haryana. The candidate or their parents must possess a valid Haryana Residence Certificate as per the formats in Annexures II, III, and IV, or any subsequent modifications issued by the competent authority.
- For seats under the Management Category, applicants from any state in India are eligible, regardless of their domicile or place of study.
- All candidates, whether applying under General, SC, SC (Deprived), BC-A, BC-B, Benchmark Disabilities, EWS, ESM, or FF categories, must meet the minimum qualifications and eligibility requirements specified in the NEET UG 2025 Information Bulletin issued by the NTA, along with the regulations of the National Medical Commission (NMC) or Dental Council of India (DCI), as applicable.
- Candidates who do not achieve the minimum qualifying marks as prescribed in NEET UG 2025/NMC/DCI guidelines will not be eligible for admission.
Note: Candidates provisionally allotted seats online must present all required original certificates/documents during document verification. Admissions will not be granted based on attested photocopies, and failure to produce the original documents will result in cancellation of the allotted seat.
Admission Procedure for State Quota and Open Merit Category Seats in Haryana MBBS/BDS Courses (2025-26)
The admission process for State Quota seats in Government/Government-aided institutions and Open Merit Category seats (State Quota) in Private Medical/Dental Colleges, including those under Private Universities in Haryana, will follow the guidelines outlined below.
- Admissions will be based on the Haryana State Merit List prepared from NEET UG 2025 scores of registered candidates on the admission web portal.
- The counseling schedule, admission dates, and commencement of classes will align with timelines set by the NMC, DCI, Ministry of Health and Family Welfare, Government of India, and the State Government.
- Applicants must meet the eligibility criteria prescribed in NEET UG 2025 to be considered for admission.
- Merit ranking will be determined by NEET UG 2025 ranks. For the ESM category, priority will be given as per State Government Notification No. 22/10/2013-1GSIII dated 10/08/2017 and its amendments.
- The course/institution preference submitted during online counseling will be final and cannot be altered after the last date.
- Seat allocation will be strictly as per NEET UG 2025 merit and preferences submitted on the online portal.
- Provisionally allotted candidates must appear in person with original documents for verification at Pt. B.D. Sharma University of Health Sciences, Rohtak. No representation through an authority letter will be accepted.
- Provisional allotment or fee payment does not guarantee admission; final confirmation depends on document verification within the notified time frame.
- The Admission Committee will handle all matters related to counseling, seat allocation, disputes, and web portal supervision, following applicable rules.
- Appeals against Admission Committee decisions can be made to the Director General/Director, Medical Education and Research, Haryana, via email ([email protected]) with a copy of the committee’s decision.
- The final seat matrix for each course and category will be published on www.uhsr.ac.in, www.dmer.haryana.gov.in, and the admission web portal.
- Vacancies after the first round will be filled in the second round of counseling:
- Fresh candidates must register on the admission web portal.
- Already registered candidates must submit their willingness online to participate.
- Candidates opting for only State Quota seats in Government/Government-aided institutions must pay ₹10,000 (₹5,000 for SC/BC/PWD/EWS) online.
- Candidates opting for both Government and Private seats (State Quota/Management) must pay ₹1,00,000 online; this will be adjusted in the first-year fee or refunded if no seat is allotted. If a seat is allotted but not joined, the fee will be forfeited (as per MCI Notification dated 18.05.2018).
- Candidates can retain their first-round seat or upgrade based on fresh preferences submitted in the second round.
- Vacant seats after two rounds will be filled in the third round and subsequent rounds as per instructions of the MoHFW, NMC, DCI, and State Government. Seat conversion will follow MCC guidelines and State Reservation Policy.
- Registration-cum-counseling fees (non-refundable) will be: ₹2,500 (UR), ₹1,250 (SC/BC/EWS/PWD of Haryana), ₹10,000 (NRI category).
- All Private Medical/Dental Colleges, including those under Private Universities, must pay ₹2,000 per sanctioned seat as a counseling processing fee.
- Candidates applying for caste-based Post Matric Scholarships must upload the following at the time of verification: caste certificate, Aadhaar card, bank account details with IFSC code, and Parivar Pehchan Patra.
Haryana NEET UG 2025 Admission to NRI Category (NRIs/PIOs/OCIs/Foreign Nationals)
For the Academic Session 2025–26, admission to seats under the NRI category will be based strictly on the merit list of NEET-2025. Only candidates who have qualified NEET will be considered eligible for this category. Persons of Indian Origin (PIOs), Overseas Citizens of India (OCIs), and Foreign Nationals who meet the NEET qualification criteria are also eligible to apply under this quota.
The order of preference for admission to NRI category seats will be as follows:
- NRIs/OCIs/PIOs who originally belong to the State of Haryana.
- Children of NRIs/OCIs/PIOs who originally belong to Haryana.
- NRIs/OCIs/PIOs who originally belong to other Indian States or Union Territories.
- Children of NRIs/OCIs/PIOs from other Indian States or Union Territories.
- Real brothers or sisters of the candidate.
- Candidates whose first-degree relative is an NRI residing abroad, subject to the following conditions:
- The relative must be the nearest relation to the candidate.
- The term “nearest relation” includes:
a) Real brother or sister of the father (uncle/aunt).
b) Real brother or sister of the mother (maternal uncle/aunt).
c) Father or mother of the father (paternal grandparents).
d) Father or mother of the mother (maternal grandparents).
e) First-degree paternal or maternal cousins.
- Such a person must be an NRI, ordinarily residing abroad, and should have acted as the guardian of the student, with supporting evidence provided.
- Foreign Nationals will be considered only after the list of eligible NRIs/PIOs/OCIs has been exhausted.
Additional Provisions:
- NRI candidates who wish to pay the tuition fee in installments must provide a bank guarantee or surety bond for the remaining amount.
- Any unfilled seats under the NRI category will first be offered to eligible foreign nationals with NEET qualification. If seats still remain vacant, they will be converted into Open Category seats in Government/Government-Aided Medical Colleges and into Management Category seats in Private Colleges.
- Tuition fees for provisionally allotted NRI seats must be paid exclusively through the NRE/NRI/NRO/Foreign bank account of the candidate, parent, or sponsorer, as applicable.
- The entire process is designed to ensure transparency while giving due consideration to candidates with a direct personal or family connection to NRIs. This framework also helps maintain a fair allocation system, preventing misuse of the NRI quota.
