- Age Requirement: Candidates must be at least 17 years old, with no upper age limit specified.

- Academic Qualifications: Candidates should have passed the +2 Science (Intermediate) examination. They must have individually secured passing marks in Physics, Chemistry, Biology, and English. Note:
- The OBC category students will be considered in General Category, and the minimum qualifying marks shall be (40th percentile) in the NEET UG 2023.

- Candidates who are natives of Odisha and wish to claim reservation under the ES (Ex-Serviceman) category must submit their relevant documents to Rajya Sainik Board, Bhubaneswar, within the specified schedule. After thorough verification, the Rajya Sainik Board will provide OJEE with a list of valid candidates for reservation under the ES category. OJEE will not entertain direct claims or certificates from candidates. Candidates whose parents currently serve in the defense services are not eligible for reservation under this category.
- Candidates applying for reservation under the GC (Green Card) category must be permanent natives of Odisha. They must present original green cards issued by the Government of Odisha, which belong to their parents. They should not have availed of the benefits of the green card previously. The information on the date of birth and name on the green card must match exactly with the details on the HSC certificate. Tampered or mutilated green cards will not be accepted, and candidates with mismatches will be considered under the General (GE) category.
- Candidates wishing to claim seats under the EWS (Economically Weaker Section) category should indicate their preference during registration. They must provide an EWS Certificate (Income & Asset Certificate) issued by the Tahsildar or Additional Tahsildar.
- In case there are insufficient candidates available in any reserved category, the vacant seats will be filled by candidates from the UR (Unreserved) category.

Online Registration Process
- NEET UG 2023 Qualified candidates who intend to participate in the admission counseling process must register on the OJEE website (www.ojee.nic.in) within the specified timeframe. Registration entails creating a unique username and password for accessing the online counseling site. It is important to note that the username and password should not be shared with others. Failure to register will prevent the candidate from proceeding to the next step of the online application.
- Once logged into the site, candidates must complete the online application form, submit the registration fee of Rs. 1000/- through online payment, and upload the required documents for online verification. All documents must be uploaded online in PDF format, adhering to the specified file size. It is crucial that the uploaded documents are readable and the file names do not contain any special characters.
- Verifying Officers may raise queries based on their observations during the document verification process. Therefore, candidates should regularly check their email inboxes for any messages during the counseling period. Any questions raised must be addressed within 24 hours; failure to comply will result in the cancellation of document verification, and the candidate will not be included as a registered candidate in the State Merit List.
- Candidates may fail to complete the registration process if there are any irregularities in providing the required data and supporting documents, per the guidelines.
- Only candidates who successfully pass the document verification stage will become eligible, and their names will be included in the merit list. Candidates whose document verification couldn’t be completed due to improper document upload or failure to address queries from the verifying officer within the specified timeframe will not be included in the merit list. Consequently, they cannot participate in the subsequent counseling and admission processes.
- It is important to note that the registration fee is non-refundable.
Online MBBS Odisha Counseling Procedure
- Candidates who have completed the registration process and secured a position in the State Merit List must submit their preferences for the Course (MBBS/BDS) and College in the online counseling site of OJEE, following the prescribed schedule. They are required to lock their choices, and if they fail to do so, the system will automatically lock their choices when the schedule expires.
- The allocation of colleges and courses will be based on merit, and the candidates can download their Allotment Letters on the scheduled date.
- Subsequently, candidates must personally visit the Odisha Joint Entrance Examination (OJEE) office at Gandamunda, Bhubaneswar, on the specified date and time. They must bring all their original certificates, mark sheets, and other required documents for provisional admission. The candidates must also pay the Admission Fees online or through a demand draft, depending on the allotted College. Additionally, they will have the choice between Freeze or Float as per their preference. Candidates must submit their original College Leaving Certificate/School Leaving Certificate and will be issued a provisional admission letter.
- The same procedure will be repeated for the 2nd round of counseling.
- After the counseling process, candidates must report to the authorities of the allotted institution within the specified date mentioned in the notification. They need to submit a copy of the provisional admission letter to complete the admission process at the institutional level.
- If a candidate decides to resign from the admission before the designated date for withdrawal/resignation, they will receive a refund of 90% of the admission fees. In comparison, the remaining 10% will be retained as processing fees. However, if the candidate resigns after the specified date, resulting in a lapsed seat, no fees will be refunded, and a financial penalty of Rs.1 lakh will be imposed.
- If vacancies still exist after the 2nd round of counseling, upgradation/internal sliding among candidates who have opted for the float option will be processed.
- the Chairman may announce a spot counseling session if vacancies remain. Candidates must be physically present to participate in the spot counseling, and no authorization will be accepted. The guidelines and schedule for the spot round will be published in due course.
- Any remaining unfilled seats in private institutions after the spot round counseling will be handed over to the respective institutions for counseling and admission based on the NEET UG 2023 merit list.
- The Chairman will notify detailed procedures and schedules for different rounds of counseling, choice locking, provisional admission, reporting, etc. Candidates are advised to visit the website www.ojee.nic.in for updates and stay informed regularly.
Seat Allotment
- Allotment of seats will be strictly based on the State Merit List prepared by OJEE, considering the candidate’s choice of subject and the College locked during the counseling process.
- If a candidate is allocated a seat in any round of counseling according to their first choice and accepts admission for that seat, they will not be eligible to participate in subsequent rounds of counseling. However, if the allotment is not as per their first choice, they can decide whether or not to participate in the next rounds to improve their allotment. Candidates can choose Freeze (retain the current allotment) or Float (seek an improved allotment).
- In the second round, newly registered candidates who have completed document verification, candidates who were not allotted seats in the first round, and applicants who were allotted seats in the first round but did not report for admission must submit a fresh set of choices within the specified deadline.
- Candidates who have already taken admission in the first round and selected the Freeze or Float option are not required to fill in any additional choices for the second round. Candidates who chose Freeze will retain their first-round allotment. In contrast, candidates who selected Float may have their allotment upgraded or retained based on their rank and available seats per their preferences.
- Once a candidate is upgraded to a new allotment in the second round, they must accept the new seat, and the seat allotted to them in the first round will be canceled and allocated to other candidates based on merit and choice.
- If a student, after being allotted a seat in a round, doesn’t take provisional admission, their allotment will be canceled, and the seat will be considered vacant for the subsequent round. However, they are still eligible to participate in subsequent rounds.
- Candidates who have already taken admission under a specific reserved category cannot switch to another category within the same College.
Student Admission
- Candidates who have secured admission through the All India Counseling process and have retained their seats after the 2nd round of All India counseling are strictly prohibited from surrendering the seat or seeking admission through the state counseling process. Any candidate found doing so will face legal action.
- Once the final counseling process is completed, OJEE will provide the list of admitted students, the fees, and original documents to the respective institutes.
- If any amount is eligible for a refund per the rules, it will be processed after the final admission process concludes. Candidates must submit a plain paper application to the Chairman of OJEE and a copy of the provisional admission letter to request such a refund.
- Institute-level activities: Upon receiving the provisionally admitted candidates’ list, documents, and fees, the respective institutions’ authorities will carry out the final admission process. Suppose a candidate, after taking admission to the allotted seat, decides to resign for any reason after the designated withdrawal/resignation date but before completing the course. In that case, they will be liable to pay a financial penalty of Rs.1,00,000/- (Rupees one lakh). The candidate’s original documents/CLC will not be returned until the penalty is paid, and the entire admission fees deposited will not be refunded. However, in the case of a candidate who is selected for a better option of subject or institution, such a penalty may be relaxed. The DMET, Odisha, will make the final decision with intimation to the H & FW Department. Additionally, admission is subject to the medical fitness of the candidate, who must provide a Medical Fitness Certificate when joining the allotted institute.
Fees
Candidates must adhere to the fee structure of the respective colleges, as approved by the Government and subject to periodic revisions. The specific details regarding fees can be obtained from the respective institutions.

- MBBS course in Private Medical Colleges:

Hi-Tech MCH Rourkela: Rs. 5,50,000/- per annum.
- Private (Hi-Tech) Dental Colleges: The annual fee is Rs. 3,00,000/-.

Seat Distribution
The distribution of seats for the diploma course will follow a 50:50 ratio between In-service and Direct candidates of the state. The state quota diploma seats are specifically reserved for candidates in regular service. If any All India seats remain unfilled and are surrendered to the state, they will be included in the counseling process while maintaining the reservation percentage per Clause E. However, candidates who have discontinued their P.G. (Medical) or NBEMS Diploma/DNB/DrNB course before completion or those currently pursuing such courses are not eligible to apply for the diploma course.
Seats Reservation
The reservation percentages for both Direct and In-service categories are as follows: 67% for the UR (Unreserved) category, 12% for the ST (Scheduled Tribe) category, 8% for the SC (Scheduled Caste) category, 5% for the PH (Persons with Disabilities) category, 5% for the Green Card (GC) category, and 3% for the Ex-Servicemen (Ex-S) category. Seats increased under the EWS (Economically Weaker Section) quota will be exclusively available to EWS candidates. If any EWS seats remain unfilled, they will be filled by students from the General category. There will be no reservation in management quota seats in private colleges, which will only be allocated to the UR category. Candidates who qualify in NEET-PG under the OBC non-creamy layer central list category are eligible to participate but will be included in the UR category and their respective categories in the merit list. The reservation percentage will be maintained as much as possible, considering the total, College, and subject-wise seats (pre-clinical, para-clinical, and clinical). In the case of any discrepancy due to an odd number of seats, it will be rectified in subsequent years on a rotation basis.
Online MD/MS Odisha Counseling Procedure
1. The counseling process will consist of four rounds conducted by the state. The first and second rounds will be online, while the Mop-up and Stray vacancy rounds will be conducted physically. However, all rounds may be conducted online if required, as determined by the selection committee.
2. All candidates who are listed in the merit and wish to participate in the counseling procedure must register on the DMET website, www.dmetodisha.gov.in, in the appropriate admission section. During registration, candidates will create a personal username and password for accessing the online counseling site. It is important to keep the username and password confidential and not share them with others.
3. After logging into the site, candidates must complete the online application form and submit it by clicking the “submit” button. They should also take a printout of the online application form for reference.
4. Candidates must attend the document verification session, which can be conducted virtually or physically. Virtual document verification will be done through platforms like Zoom or Google Meet, as notified. In case of an emergency, an authorized person can attend the physical document verification on behalf of the candidate with the production of an authorization letter. Candidates must pay the counseling/application fees of Rs. 2500/- through SB Collect (https://www.onlinesbi.com/sbicollect/Icollecthome.htm), submit self-attested copies of documents along with the originals, and complete the verification process. The counseling/application fee is non-refundable. After successful document verification and online grievance redressal, candidates become eligible, and their names will appear on the merit list. Candidates who fail to attend the document verification on the scheduled dates will not be included in the merit list and cannot participate in choice locking and subsequent counseling and admission processes. The Convener will notify any alternate method of document verification. Fresh registrations for further rounds of state counseling will only be allowed if there is a revision in the qualifying cutoff in the NEET PG score by the central counseling authorities.
5. Candidates must submit their preferred choices of courses and colleges (any number) in order of preference within the given schedule on the online site and lock their choices.
6. College and course allotments will be based on merit and the choices made by the candidates. Candidates can download the allotment-cum-admission letter and personally appear before the Convenor on the specified date, time, and venue, along with the required admission fees for provisional admission. The Convenor will provide instructions regarding the mode of depositing admission fees. Candidates must submit the original College Leaving Certificate/Transfer Certificate, as applicable, and will be issued a provisional admission letter. In case of emergencies, an online mode of admission will be conducted and notified.
7. Candidates must report to the allotted institution’s authority within the stipulated date, as notified, and submit a copy of the provisional admission letter to complete the admission process at the institutional level.
8. Candidates who have been admitted in the first round can upgrade by exercising fresh online choices during the second round, based on the updated vacancy seat matrix. Any resulting vacancies from such upgrades will be added to the vacancy matrix of the mop-up round only.
9. Candidates admitted in the first or second round will not be allowed to resign from the admitted seat in the state to participate in All India Counseling and admission. Similarly, candidates admitted and holding All-India seats will not be allowed to participate in subsequent state rounds of counseling and admission.
10. Candidates admitted in the first or second round can surrender the seat without opting for any fresh seat until the completion of the mop-up round. They will receive 90% of the admission fees deposited, and 10% will be retained as processing fees. If a candidate surrenders a seat in return for a fresh seat chosen during the second
or mop-up round, the 10% processing fees will not be deducted since it will be considered a change in admission.
11. If a candidate resigns after completing the mop-up round or fails to complete the formal physical reporting at the College within the stipulated time, it will be considered a resignation after admission but before course completion. In such cases, appropriate action, as mentioned in Clause-J, will be initiated against the candidate.
Process of Mop-Up Round
- The original College Leaving Certificate (CLC) and admission fees are mandatory for admission. Failure to provide these will result in denial of admission, and the next candidate on merit will be offered the seat. The Convener will communicate details regarding the payment of admission fees in due time. Candidates who have already been admitted in previous rounds and have submitted the CLC and admission fees will be required to pay the differential fees or receive a refund if applicable (e.g., when changing admission between a Government and Private College).
- The order of counseling in the Mop Up Round will be as follows: Scheduled Tribe (ST) – Scheduled Caste (SC) – Physically Challenged (PC/PwD/PH) – Ex-Servicemen (ES) – Green Card (GC) – EWS General (GEN). ST and SC categories cannot be interconverted.
- Unreserved (UR) candidates will fill unfilled seats in the reserved category. Direct category candidates will fill unfilled seats in the in-service category.
- The sequence of mop-up round counseling will be as follows: In-service reserved seats – In-service UR seats (including unfilled reserved category seats) – Directly reserved seats (including unfilled in-service reserved seats) – Direct UR category seats (including unfilled direct reserved and in-service UR category seats).
- If a candidate admitted in the first or second round surrenders their seat during the mop-up counseling, the seat will immediately become available on merit in the vacancy list for the next candidates.
- Once admitted to a seat during the mop-up round, candidates cannot change their seat or subject within the same round. Candidates can only leave the seat by submitting a resignation letter to the concerned Dean & Principal. Such vacant seats will be included in the counseling process after receiving the information from the Dean & Principal.
- Candidates can participate only during their designated slot based on their merit rank.
- Candidates reporting late in the mop-up or stray vacancy round counseling will be allotted seats from the available seats. They cannot claim seats that have already been allotted.
- If a candidate from the reserved category participates in the counseling for the general category and opts to change their admission status (by surrendering the previously admitted reserved category seat), the resulting vacancy will be added to the UR category immediately and made available for the next candidate.
- Counselling for Diploma seats will be conducted after the MD/MS seats counseling is completed during the Mop Up Round. Candidates admitted to MD/MS seats would not be allowed to surrender or resign from their seats to participate in the diploma counseling during the Mop Up Round.
- The Allotment-cum-Admission-Letter and Resignation-Letter will be issued to the applicant on the spot during the Mop Up counseling.
College Admission Process
- Candidates must submit the Allotment-cum-Admission-Letter to the Dean & Principal of the respective institution within the specified time for record-keeping and completion of the admission process. Note: Candidates must submit the original Bond for post-PG service and all original documents for verification and institutional custody.
- Admitted candidates should join the department immediately, and those employed should join as soon as they are relieved from their current place of posting.
- If a candidate, after taking admission in the allotted seat, applies for resignation before completing the course due to any reason, they will be required to pay a financial penalty of Rs. 10,00,000/- (Rupees ten lakh) along with the amount of stipend/salary received until the date of resignation, in the form of a Bank Draft drawn in favor of “Entrance Examination Fees, DMET, Odisha” payable at Bhubaneswar. The candidate must submit an undertaking to this effect, and the original documents/CLC will not be returned until the penalty is paid. The entire admission fees deposited will also not be refunded.
- Candidates selected for PG/Diploma courses (except those opting for seats in private medical colleges) must submit the prescribed format of Bond, duly signed by the candidate and sureties, at the time of provisional admission. The format of the Bond can be found on the website of DMET, Odisha, and will be governed by government notifications from time to time.
Process of Stray Vacancy Round
The process of Stray Vacancy Round counseling is as follows:
- The Stray Vacancy Round will be conducted physically to fill any remaining unfilled seats after the mop-up round.
- All unfilled seats in the in-service and direct categories will be converted to the general category for counseling. The Stray Vacancy Round counseling for admission to unfilled seats in private colleges (both state and management quota) will be conducted at the respective college level under the supervision and guidance of the selection committee. A comprehensive report will be submitted to the Convenor.
- No fresh registrations will be allowed for this round.
- Candidates in the state merit list who have not been admitted in any All India Quota (AIQ) or State quota seat will be qualified to participate in the Stray Vacancy Round.
- Candidates cannot resign or surrender from any admitted seat during the Stray Vacancy Round.
- The counseling sequence will be as follows: In-service general seats – Direct general seats (including unfilled in-service general category seats) – Diploma general seats.
- The reporting candidates will be allowed to participate in the order of merit to exercise choices, and provisional admission will be completed on the spot only after the submission of the College Leaving Certificate (CLC) and payment of the admission fees. The CLC and admission fees are mandatory, and failure to provide them will result in denial of admission, and the next candidate on merit will be admitted. The Convenor will notify details regarding the payment of admission fees.

Candidates seeking admission to HITECH Medical College, Bhubaneswar, and HITECH Medical College, Rourkela, must deposit the existing admission fees at the time of provisional admission. The fees are Rs. 4,50,000/- per annum for Anatomy, Physiology & Biochemistry and Rs. 7,15,000/- for clinical and paraclinical disciplines. Any enhancement or reduction in the fee structure by the Government Fee Structure Committee and notified by the Government from time to time will be applicable.
