Application Fee
All candidates must pay a non-refundable application fee of Rs. 2000/- (Rs. 1200/- for candidates belonging to the SC, ST, ST-STA categories and are residents of Rajasthan, as well as candidates who are residents of Rajasthan with an annual family income of less than INR 2.5 lacs) plus applicable transaction charges. It is important to note that candidates from Rajasthan with an annual family income of less than INR 2.5 lacs who choose to pay INR 1200/-must provide an income certificate during the document submission process. The application fee cannot be refunded, transferred, or adjusted.
Eligibility Criteria
- Candidates applying for the MBBS Entrance Examination must have completed the Higher/Senior Secondary Exam or the Indian School Certificate Exam, equivalent to 10+2 Higher/Senior Secondary Exam. This should include a 12-year study period, with the last two years focusing on Physics, Chemistry, Biology/Bio-technology (including practical tests), and Mathematics or any other elective subject. English must be studied at a level not lower than the core course for English as prescribed by the NCERT. Candidates who have passed their 10+2 from an Open School or as private candidates are not eligible to appear for the National Eligibility Cum Entrance Test (NEET). Additionally, studying Biology/Biotechnology as an Additional Subject at the 10+2 level is not permissible. However, candidates who have passed the 10+2 level with Biology as an additional subject are eligible to apply for the MBBS Entrance Examination.
- Minimum 17 years of age.
Other eligibility criteria
- The candidate’s natural father/mother has resided in Rajasthan for the last 10 years and has studied for a minimum of 5 years in a recognized educational institution in Rajasthan.
- Bonafide residents of Rajasthan studying in other states are also eligible for the allotment process.
- The candidate is the son/daughter of a serving or retired employee of the Government of Rajasthan or an officer of All Indian Services borne on State Cadres of Rajasthan, having served for more than 3 years with the State Government.
- The candidate is the son/daughter of a serving or retired permanent employee of a Government Undertaking/Corporation/Improvement Trust/Municipal Body/Council/Panchayat Samiti/Cooperative body constituted by the Government of Rajasthan, with at least 3 years of service on the last date of submission of the online application form in the admission year.
- The candidate is the son/daughter of a serving or retired permanent employee of any State University or Secondary Board of Education (Rajasthan), provided the employee has worked in Rajasthan for 3 years preceding the last date of submission of the online application form.
- The candidate is a natural son/daughter of a serving/retired permanent employee of Indian Defense, regardless of their place of posting, with a certificate proving Rajasthan as their state of origin at the time of entry into service.
- The candidate is the son/daughter of a serving permanent employee of Indian Defense, posted in Rajasthan at the last date of submission of the online application form for admission.
- The candidate is the son/daughter of a serving/retired person of the Para-Military Forces of India, with Rajasthan as their origin, irrespective of their place of posting. A certificate proving Rajasthan as their state of origin at the time of entry into service must be submitted.
- The candidate is the son/daughter of a serving person of the Para-Military Forces of India, posted in Rajasthan at the last date of submission of the application form for admission.
- The candidate is the son/daughter of a Judge of Rajasthan High Court, with the condition that they submit an undertaking/affidavit stating that they are not claiming or availing such benefits in any other state.
- Candidates falling under the above clauses are eligible for all types of seats (Government/Management/NRI).
- Other candidates not covered under the above clauses can apply. They will be considered for allotment against vacant seats (Government/Management/NRI) available after exhausting the State Merit list during/after round 2. Candidates selecting clause XI “Other” and having NRI eligibility will be considered for allotment against NRI seats in all rounds according to applicable norms.

Reservation
- a) 15% of the seats in Government Medical Colleges and Government Society Medical Colleges (RajMES)/RUHS Medical College/ESIC MC/RUHS CDS will be reserved for the MBBS/BDS Course on an all-India basis conducted by DGHS.
- b) 24 seats, with 4 seats in each State Medical College (6 Government colleges) of Rajasthan, will be reserved for candidates selected under the Central Government pool. The Central Government Authority will fill these seats. The remaining seats (including 65% seats of ESIC MC) will be considered State Seats and filled based on merit cum-preference in Rajasthan MBBS Admissions 2023.
- c) 16% of seats, after excluding the seats reserved in sub-clause (a) and (b) above, are reserved for natural-born candidates belonging to Scheduled Castes as notified in the Presidential Order for the State of Rajasthan. Similarly, 12% of seats are reserved for natural-born candidates from Scheduled Tribes as notified in the Presidential Order for the State of Rajasthan. Out of the 45% reserved ST seats, candidates who are bonafide residents of scheduled areas (tribal areas) will be considered.
- d) 21% of seats, after excluding the seats reserved in sub-clauses (a) and (b) above, are reserved for applicants belonging to Other Backward Classes NCL (OBC NCL) of the State of Rajasthan. Candidates must submit a valid OBC Certificate for Rajasthan State, issued by the competent authority, indicating ‘Non-Creamy Layer’ status. Similarly, 5% of seats are reserved for candidates belonging to More Backward Classes NCL (MBC NCL) of the State of Rajasthan. A valid MBC Certificate for Rajasthan State must be submitted, indicating ‘Non-Creamy Layer’ status.
- e) 10% of seats, after excluding the seats reserved in sub-clauses (a) and (b) above, are reserved for candidates belonging to the Economically Weaker Sections (EWS) of the State of Rajasthan. Candidates must submit a valid EWS Certificate for Rajasthan State, issued by the competent authority, valid for the financial year 2022-23. Not less than 25% of seats in each category of SC, ST, STA, OBC-NCL, MBC-NCL, EWS, and unreserved categories will be filled by female candidates.
- f) Seats are reserved horizontally on a priority cum-merit basis for candidates with specified disabilities (PwD) under the Rights of Persons with Disabilities Act, 2016. The percentage of seats reserved will be 5% from each category of SC, ST, OBC, MBC, EWS, and the remaining. The disability certificate must be issued by the 16 centers approved by MCC, according to the Rights of Persons with Disabilities Rules, 2017.
- g) No reservations will apply to NRI seats in all Medical/Dental Colleges. Priority for NRI Quota seats will be given to NRIs with ancestral backgrounds from the State of Rajasthan, based on their own/parents/grandparents’ residence in Rajasthan for at least 5 years. Proof of residence, such as documents related to electricity/water bills, immovable property, Indian Passport, Ration Card, Voter ID, Aadhaar Card, etc., must be submitted. After allotting seats to candidates with ancestral backgrounds from Rajasthan, NRI candidates from other states will fill the remaining vacant NRI seats. PIO/OCI candidates are also allowed for admission under NRI Quota.
- h) During/after the second round of counseling, any unfilled reserved seat(s) from sub-clauses (c) to (f) will be treated as unreserved and filled accordingly.

Additional documents for students applying for NRI seats
Suppose the Sponsor NRI/OCI/PIO currently resides in India. In that case, it is essential to provide a certificate issued by the Indian embassy in the respective country or the Ministry of External Affairs, Government of India. Additionally, an undertaking in the prescribed Proforma-6, executed by the Sponsor NRI/OCI/PIO on a non-judicial stamp paper of Rs. 50/- and duly notarized, must be submitted.
If the Sponsor NRI/OCI/PIO resides outside India, a duly notarized undertaking in the prescribed Proforma-7, executed by the sponsor and notarized by a Notary Public of the foreign country of residence, should be submitted. This undertaking will be considered sufficient proof of the sponsor’s residence. It is important to note that the NRI undertaking must have been issued on or after the NEET 2023 examination.
In addition, Proforma-8 requires the father/mother/guardian to submit an undertaking regarding the relationship between the sponsor and the candidate. The address details of the parents and the local (Indian) guardian must also be provided as part of this undertaking. Valid address proofs of the parents and local (Indian) guardian must be submitted.
The respective colleges will independently verify the NRI status of the candidates. Candidates must submit a printed copy of the duly completed application form at the specified place or the allotted medical/dental college (as directed by the Admission Board) during the reporting process. Failure to do so will result in rejection of their candidature and disqualification without further correspondence.
Choice Filling
The guidelines and instructions for choice filling will be provided along with the publication of the seat matrix. Candidates should exercise utmost care and diligence when filling their choices, considering the seat matrix and the associated fee structure. Submitting the choices within the specified date and time is crucial, as failure to do so will result in the candidate losing the opportunity to participate in the online allotment process. It is important to note that the choices filled by the candidate will be considered final for the online allotment process. Therefore, candidates are advised to make choices wisely and ensure accuracy before submitting them.
Seat Allotment Through Online Allotment Process
The allotment of seats in the first round of the online allotment process will follow the merit list prepared based on the All India Merit in NEET 2023. The order of choices/options filled by the candidates in the online application form will also be considered. Candidates are advised to carefully fill in their choices after referring to the displayed fees and the College Information Sheet of the respective college. The allotment process will be offline for the second State NEET UG Counseling 2023 round. The allotment will be based on the merit corresponding to the minimum percentile obtained in NEET 2023 for all categories, per the National Medical Commission (NMC) guidelines. The order of choices/options filled in by the candidates in the online form will also be considered.
Selection of Students
Admission to Medical Colleges will be based solely on the All India merit of candidates through NEET 2023. Candidates must meet the eligibility criteria to be eligible for MBBS Admissions 2023. Eligible candidates who have qualified in NEET 2023 will be admitted in order of merit for both general and reserved seats, except seats under the category of ‘d’ sub-clause of clause-4, which pertains to defense/paramilitary wards and follows a priority-cum-merit system. The seat allotment for a candidate will be provisional until the original documents are verified and the candidate fulfills the medical fitness criteria at the allotted college. Once a candidate submits their original documents, physically reports to the allotted institution, and pays the required fee, they will be considered as having joined the institution.
Conditions Related to Bond/Fee Structure

Candidates selected for admission to the aforementioned medical colleges must submit a bond of commitment. This bond entails an agreement not to discontinue the course before its completion and to serve the State Government for two years following the completion of the course. The bond amount is set at Rs. 5.0 lakhs (Rupees five lakhs). For candidates selected under the NRI seat category in the mentioned medical colleges, an additional bond must be submitted for the remaining course fees. This bond ensures that the candidate regularly deposits the fees for the remaining course duration. If the candidate decides to leave the MBBS course before its completion, they will be liable to pay the fees for all the remaining semesters.

- all participants must deposit the registration fee online during the choice filling process. The fee is INR 10,000/- for general candidates and INR 5000/- for SC/ST/STA/OBC/MBC candidates (applicable for allotment in Government Colleges, Government Societies colleges (RajMES), RUHS Medical College, and ESIC MC Alwar). For allotment in Private colleges, the fee is INR 1,00,000/-. Candidates who deposit INR 1.0 lakh will be considered for Government seats and are not required to deposit INR 10,000 or 5000 separately.
- The registration fee, if not forfeited as per the MCI notification, will be refunded after the completion of the counseling process to the respective bank account from which the registration fee was deposited.
- If a candidate is allotted a seat in the First Round but does not join the allotted college, they will still be eligible for subsequent rounds without forfeiting the registration fee.
- A candidate who has joined in the First Round and has not been upgraded during the second round (offline) counseling may resign on the spot without forfeiting the registration fee. However, if they choose not to resign, they will be considered a joined candidate for the second round, and rules will apply accordingly.
- Candidates who have joined up to the second round of AIQ or state quota counseling will not be eligible to participate in further rounds from the academic year 2023-24.
- If a candidate is allotted a seat in the second round of counseling but does not join the allotted seat, their registration fee will be forfeited. Such a candidate will be eligible to participate in further rounds only through a fresh application and registration in the mop-up round.
- The registration amount will be forfeited if a candidate provides wrong information at the time of application, which leads to the allotment of a seat that the Admission Authorities later cancel at the time of joining.
- Allotting colleges must return the original documents submitted by non-joined candidates (except candidates allotted NRI seats) of the second round after the last date of joining. Such candidates will be eligible to participate in further rounds, subject to forfeiture of the security deposit and fresh application and registration in the mop-up round.
- Once a candidate joins a State Quota seat in the second or subsequent rounds, they will not be allowed to resign.
Note: No candidate can join two colleges/institutes simultaneously. Candidates who have registered for the state counseling and have already joined another college/institute through the second round of All India counseling or any other counseling will be ineligible for allotment in the State round 2 and subsequent rounds, as per the directions of the Hon’ble Supreme Court.
College Joining After Counseling
Round 1
According to the order of the Hon’ble Supreme Court dated 09.05.2017, candidates admitted to medical colleges must deposit one-year tuition fees either through a Demand Draft payable to the allotted college or provide a receipt of the electronic (online) payment made to the allotted college at the time of joining in Round 1 counseling. This payment should be submitted to the State Counseling Board at the specified place, as indicated on the respective college’s website. The receipt of the electronic transaction must be duly verified by the concerned college and presented at the time of joining.
Round 2
Per the Hon’ble Supreme Court order dated 09.05.2017, candidates admitted to medical colleges must deposit fees for one year through either a Demand Draft or electronic (online) mode. The Demand Draft or receipt of the electronic payment, duly verified by the concerned college, should be submitted to the State Counseling Board at the time of joining at the specified place. Candidates must also complete other formalities, including submitting a bond/bank guarantee* (for fees of the remaining course duration) to the allotted college when joining Round 2 counseling, as mentioned on the respective college’s website. Candidates who retain their round 1 allotted seat in round 2 of counseling must submit fees as per the guidelines provided on the respective college’s website, along with the bond/bank guarantee* or payment through other modes (for fees of the remaining years) by the last date of joining the second counseling round. It is important to note that the registration amount will be forfeited if a candidate provides incorrect information during the application process, which results in the cancellation of the allotted seat at the time of joining. Allotted colleges must return the original documents submitted by non-joined candidates (except for candidates allotted NRI seats) of round 2 after the last date of joining round 2 without charging any amount from the candidate. Such candidates are eligible to participate in further rounds, subject to forfeiture of the security deposit and fresh application and registration only in the mop-up round. Once a candidate joins a State Quota seat in round 2 or subsequent rounds, they will not be allowed to resign. It is important to note that a candidate cannot join two colleges/institutes simultaneously. Candidates who have registered for state counseling and have already joined another college/institute through round 2 All India counseling or any other counseling, per the directions of the Hon’ble Supreme Court, will be ineligible for allotment in State round 2 and subsequent rounds. Selected candidates must bring all the required original documents and submit an undertaking in Proforma-10, confirming the authenticity of the submitted documents, along with self-attested copies, at the time of admission to the allotted college. The institution may retain these original documents until the completion of the course.
It should be noted that appearing for the allotment does not guarantee reallocation, as it is subject to seat availability and acceptance of the available seats at the candidate’s rank. Selected candidates must also undergo a medical examination at the allotted institution on the notified date(s). Failure to report for the medical examination or being found medically unfit will result in disqualification for admission. The academic session will commence per the National Medical Commission (NMC) notification. If selected candidates do not join the allotted college or deposit the fees by the stipulated date, their admission will be canceled. The admission of a candidate will also be canceled if their particulars are found to be incorrect or if they are found medically unfit. Selected candidates must provide an accepted resignation/relieving letter from the institution where they are currently pursuing studies at the time of joining. Failure to do so will result in disqualification for admission. Selected candidates must carry all the required certificates and documents in original and submit an undertaking confirming their authenticity, along with self-attested copies, at the time of joining Round 1, Round 2 counseling, and the mop-up round. They must also deposit the applicable fees of the allotted college and complete other formalities within the stipulated time. Failure to comply will result in the cancellation of their admission. A candidate without original certificates/documents will not be allowed to be admitted to the allotted college. Suppose a candidate has already been admitted to an MBBS course and has deposited their certificates in any medical college/institute/university. In that case, they will be allowed admission to the allotted college only after presenting a certificate stating that their original certificates are deposited with the respective institution (except for the college allotted through the NEET-UG counseling 2023 of Rajasthan state process). The colleges will receive a list of allotted candidates and verify their credentials based on this list, checking the documents and other required certificates with the originals.

Rajasthan NEET PG 2023 Counselling
The counseling process will consist of two rounds followed by a mop-up round, which will be conducted online. Only candidates included in the Rajasthan PG medical merit list will be qualified to participate in the counseling. Rajasthan NEET Counselling 2023 – Bond Proforma
The government medical colleges inform the students to submit a bond of Rupees five lakhs. They must commit to serving the Rajasthan State Government for two years of the specified period. If the student leaves the medical course after the second round of counseling for any reason, then the authority will seize the bond for such candidates.
