a. Children of Arunachal Pradesh Scheduled Tribe (APST).

2. Minimum academic qualifications and age criteria for counseling and admission in various courses are as follows:

The minimum age for admission to various courses is 17 years as of December 31, 2023. Age limits will be further governed by the norms of the Medical Council of India and other respective affiliating bodies or admitting institutions.
PERSONS WITH DISABILITIES:
Candidates claiming the Persons with Disabilities (PwD) quota will have their status verified based on the declaration made during the NEET 2025 form filling. Additionally, they must submit a relevant certificate issued by a duly constituted Medical Board. Internship
Upon completing their 3rd Professional (Part-II) Final Examination, students of Tomo Riba Institute of Health and Medical Sciences must undergo a compulsory 12-month internship at the Institute rotating. Graduates are expected to apply theoretical knowledge to practical skills under supervision, making themselves competent enough to handle all emergencies and provide basic medical consultation independently.
The Internship program is tailored to enable the graduate to diagnose and treat common clinical diseases, make appropriate referrals to higher-level healthcare facilities, and efficiently use essential drugs, infusions, blood, or its substitutes and laboratory services. Additionally, the graduate is trained to handle medical, surgical, obstetric, neonatal, and pediatric emergencies and develops leadership skills to lead the health team.

Allotment Process for Arunachal Pradesh MBBS Admission 2025
Registration and Choice Filling:
- All eligible candidates must register online at www.apdhte.nic.in during the specified schedule and pay the designated non-refundable registration fees for Arunachal Pradesh MBBS Admission.
- During online registration, candidates must provide/verify information such as name, gender, age, state of domicile, category, PwD status, marks of Class XII or equivalent examination, etc.
- Candidates are required to upload relevant documents, including Category Certificate, Class X certificate, Class XII mark sheet, NEET 2024 Rank Card, photograph, PWD certificate, etc., which will be verified online.
- After document verification, eligible candidates can fill, change, reorder, and delete their choices of courses/institutes based on their preferences within the specified schedule. Candidates are advised to lock their choices once satisfied, as choices cannot be unlocked or changed after locking for Arunachal Pradesh MBBS Admission.
- Filling of choices for online counseling is allowed only once during the scheduled period. Candidates must fill in their choices within this period to be considered for seat allotment in both rounds.
- Candidates can fill as many choices as they desire. If a candidate fails to lock choices by the stipulated time explicitly, their last saved choices will be automatically locked.
- Candidates should take a printout of their locked choices for future reference.

Floating Option: If the candidate accepts the seat allotted in the present Round but wants consideration for higher preference choices in the subsequent Round.
Freezing Option: If the candidate is satisfied with the seat allotment and wants to accept the institute and course without waiting for the 2nd Round.
- Candidates allotted seats in medical-related courses (MBBS, BDS, BAMS, BUMS, BHMS, B.Sc) or non-medical courses (B.V. Sc & AH, B.Sc) must follow the reporting procedures to the Directorate of Medical Education, Research and Training or the Directorate of Higher and Technical Education, as applicable.
- Failure to choose the Float or Freeze option, remit the security deposit/seat acceptance fees, or report to the respective Directorate within the stipulated date will result in the cancellation of seat allotment for the 1st Round.
- Candidates opting for the Floating Option in the 1st Round and paying the seat acceptance fee/security deposit will be considered for seat allotment in the 2nd Round.
- Candidates who have been allotted a seat in the 1st Round but do not choose Floating or Freezing options will not be considered for the 2nd Round but may participate in the Spot round if held.
- Candidates are advised to at least choose the FLOATING OPTION and pay the Seat Acceptance Fees/Security Deposit to be considered for upgradation in the 2nd Round.
- Candidates opting for Floating after the 1st Round allotment will retain the seat allotted if no higher preference seats are allotted in the 2nd Round. If such candidates are allotted seats of higher preference in the 2nd Round, their claim on seats allotted in the 1st Round will be forfeited, and the 1st Round allotment shall stand canceled.

Seat Allotment and Reporting to the Directorate/Institutes for Round 2:
- Only seats remaining vacant after the completion of reporting for the 1st Round will be available for allotment in the 2nd Round. This applies to candidates who opted for the Floating Option in the 1st Round and those who did not receive any seats in the 1st Round.
- The second Round of allotment, based on available seats and NEET 2025 merit, will be notified and published on the website www.apdhte.nic.in.
- After the 2nd Round of counseling result declaration, candidates will have the Freeze option only under the Submit Willingness tab.
1. A candidate whose seat has been upgraded or retained during the second Round must Freeze the allotment and report to the respective Directorates, following the procedures described for the First Round, to receive the Nomination Letter during the notified schedule.
2. A candidate who has been allotted a seat only in the 2nd Round will view and download the provisional allotment letter, pay the Seat Acceptance Fee/Security Deposit, Freeze the willingness, and report to the respective Directorate as described for the 1st Round.
3. Failure to pay the Seat Acceptance Fee/Security Deposit, Freeze the allotment, or report to the respective Directorate within the stipulated schedule will result in automatic cancellation of the seat allotment, making the seat available for the Spot Round.

Withdrawal of Seats:
- Candidates issued provisional admission/nomination letters during the 1st or 2nd Round but not admitted to the allotted institution can withdraw the seat online within the stipulated schedule. Such candidates can participate in the Spot round if desired for Arunachal Pradesh MBBS Admission.
- Candidates who have been admitted to the allotted institution are not allowed to withdraw their seats.
