Maharashtra NEET UG Counselling 2024 Online Form Filling Process
1. The details of the online form submission process will be published in a Notice and made available on the website www.mahacet.org.
2. Click on the ‘Apply Online for NEET UG 2024’ link available on the website www.mahacet.org.
3. The application form link will be displayed. Click on the application form link.
4. An instruction page will be displayed. Carefully read the Instructions for filling out the online form (Annexure “A”). After reading the Instructions, click on the NEXT button to proceed to the actual Online Application form (Annexure “A” a specimen copy of the online application form).
5. Fill in the required information in the application form along with an active mobile number and email address. An OTP will be sent to the registered mobile number & email address for facilitating registration for NEET UG 2024.
6. Fill in all the entries in the application form.
7. The system will validate the required fields before allowing submission.
8. Before submission of the Application Form, carefully read the conditions given under “Declaration by the Candidate.” Agree to the given conditions before submitting the application form.
9. During submission, the system will ask for a “Password” from the Candidate.
10. Eligible candidates will be able to submit the form. There is a provision to make changes in the Application Form before clicking on the Submit Button. Verify the correctness of entries made in the application form, as changes cannot be made once the Submit Button is clicked.
11. After submission of the form, the Candidate has to pay the Non-Refundable online prescribed fee of Rs.1000/- or Rs. 5000/- or Rs. 6000/. The Candidate will bear the bank transaction charges (non-refundable) as applicable.
12. Take a printout of the Receipt of the online fee payment.
13. The ‘Login’ Link will be available on the website www.mahacet.org to verify the application Form.
14. Log in with Application No. (User Name) and your unique Password to download the printout of the Application Form. Preserve the downloaded printout of the Application Form for subsequent use.
15. Applicants need not send a copy of the Application Form or any Document to this office.
16. Please note that if any mistake is made in filling out the online Application Form, it cannot be corrected by this office. The office will take no responsibility of any kind for such applications. Maharashtra NEET UG Counselling 2024 Process
Candidates can register for Maharashtra MBBS Counselling 2024 on the official portal of the Government of Maharashtra State Common Entrance Test Cell, Maharashtra State. Now, let’s delve into the counselling procedure for Maharashtra NEET UG 2024. Here’s a step-by-step guide:
1. Only candidates eligible during document verification and receiving Acknowledgment of Document Verification can fill out the Preference Form.
2. Submit one Preference Form only. No chance will be given to fill out a new form or change preferences after submission.
3. Login with Application No. / Username, Password, and Document Verification Code. The Document Verification Code is mentioned in the Acknowledgement at the bottom left corner.
4. After Login, the Preference Form will be displayed.
5. Candidates can fill a minimum of 1 preference and a maximum of 300 choices.
6. One hundred preferences will be displayed at a time in TABs. Click < SAVE Preferences > with all 100 filled choices to display the next TAB for the next 100 preferences.
7. Click < Lock Preferences > for the final submission of the Preference Form.
8. Before < Lock Preferences >, carefully check your Preferences, as changes after locking are not allowed.
9. Click < FINISH > on TAB for final submission, then < Lock Preferences > TAB will open. Check all preferences and click on < Lock Preferences >.
10. Failure to < Lock Preferences > will result in rejection of the Preference Form.
11. After submission, print out the Preference Form. Do not send a copy to the office.
12. The login session may expire in 10 Minutes, so save preferences within that time.
13. The preference code is a four-digit college code specific to each college. Ensure the availability of the desired faculty in the college/institute from the seat matrix table.
14. Fill out the Preference form in advance to avoid the last-day rush. Do not wait till the last date. Delays due to technical faults will not be considered.
15. Candidates can fill out the online preference form multiple times before submission. Once submitted, no changes can be made. These preferences will be used for subsequent rounds of selection/upgradation.
16. Enter four-digit codes for all colleges listed in the brochure. Review tuition fees, other fees, and terms and conditions on the respective college and Admission Regulating Authority websites.
17. Submitting preferences indicates acceptance of the terms and conditions of the chosen college/course.
18. Consider all colleges, including non-recognized/non-approved ones. Approval/recognition during the selection process will be considered for subsequent rounds.
19. Choices will remain unchanged even if college capacities increase/decrease or if a college gets derecognized. Consider all eventualities while making preferences.
Online Preference / Choice Filling:
- Online Preference / Choice Filling is a one-time process, and the preferences submitted will be used for the CAP 1st round and all subsequent round(s), including Mop-Up round(s) and upgradation of college (if applicable).
- Requests for a change of preferences will not be entertained once the selection is Locked.
Filling of Status Retention Form Submission:
- If a candidate who has been allotted a seat WISHES to participate in the next/subsequent Round (s), they SHOULD NOT FILL the STATUS RETENTION FORM.
- If a candidate who has been allotted a seat DOES NOT WISH to participate in the next/subsequent Round (s), they SHOULD FILL in a STATUS RETENTION FORM.
- Filling out the Status Retention Form is the choice of the Candidate. Institutes/Colleges SHOULD NOT FORCE candidates to fill out the Status Retention Form.
CAP Round 1 Process:
- If the Candidate joins their Round 1 seat and desires to upgrade, they should NOT fill out the Status Retention Form. Instead, they must fill in fresh choice(s) for Round 2.
- If a candidate joins and is content with the seat allotted in Round 1 and does not wish for up-gradation in Round 2, they can fill out the Status Retention Form. Such candidates will not be considered for any further round(s) during the NEET UG 2024 admission process. However, they can resign from the allotted seat before the prescribed date and remain eligible for Round 2.
- If a candidate is selected in Round 1 of counseling but fails to report at the allotted institute, they will still be eligible for Round 2. No new registration is required. Such candidates can participate again in Round 2 by logging in with their earlier Registration details and submitting fresh preferences. However, their selection from Round 1 will be canceled. The seat allotted to such a candidate who does not join will be considered vacant as of the last date of joining. It will be allotted to another candidate in Round 2 of the admission process.
CAP Round 2 Process:
1. Available Seats for Round 2:
- Seats not allotted during Round 1.
- Seats vacant due to non-joining/cancellation by candidates allotted in Round 1.
- Seats available due to upgradation of candidates allotted during Round 1 and joined the seat.
2. Eligible Candidates for seat allotment in Round 2:
- Registered candidates who did not fill choices in Round 1.
- Registered candidates who participated in Round 1 but did not get any seat allotted.
- Candidates whose seat allotted in Round 1 got canceled during document verification due to invalid/wrong claims but are otherwise eligible for selection with corrected claims.
- Candidates who reported/joined at the allotted institute during Round 1 and did not fill out the Status Retention Form.
- Candidates who do not join the allotted seat during Round 1.
- Candidates who joined and resigned by the last date of joining Round 1.
3. Candidates will fill fresh choices for Round 2. Round 1 choices will be considered null & void.
4. Seat allotment for Round 2 will be based on merit and preferences filled by the candidates.
- If a candidate joined during Round 1 and is upgraded in Round 2, their Round 1 seat will be available for allotment in Round 2.
- If a candidate joined during Round 1 and is not upgraded in Round 2, their Round 1 seat status remains.
- Candidates allotted a seat in Round 2 but do not join will be eligible for Round 3 only after fresh registration.
- Candidates joining their Round 2 seat and wishing to upgrade should not fill out the Status Retention Form and must fill in fresh choices for Round 3.
- Candidates satisfied with their Round 2 seat and not willing to up-gradation in Round 3 can fill out the Status Retention Form.
5. Candidates not eligible for seat allotment in Round 2:
- Candidates who joined Round 1 allotted seats and filled out the Status Retention Form.
- Candidates who did not fill fresh preferences for Round 2.
6. Selected candidates in Round 2 must join the allotted institute. They will be eligible for upgradation in Round 3 based on merit.
7. Candidates not joining the selected seat in Round 2 will be eligible for further rounds of selection only after re-registration for Round 3.
CAP Round 3 Process:
1. Available Seats for Round 3:
- Seats not allotted during Round 2.
- Seats vacant due to non-joining/cancellation by candidates allotted in Round 1 or Round 2.
2. Eligible Candidates for seat allotment in Round 3:
- Registered candidates who did not fill choices in Round 1 & Round 2.
- Candidates who joined in Round 2 but did not fill out the Status Retention Form.
- Registered candidates who participated in Round 1 & Round 2 but did not get any seat allotted.
- Candidates who have registered in Round 3.
3. Candidates will fill fresh preferences for Round 3. All previous preferences will be considered null & void. Candidates selected in Round 3 must join the allotted college/seat within the prescribed period as per schedule. Joining the allotted seat in Round 3 is mandatory.
4. Candidates not eligible for Round 3:
- Candidates who have joined a seat up to Round 2 and filled the Status Retention Form.
- Candidates who have joined a seat in Round 1, Round 2, and/or allotted a seat in Round 3 of All India Quota seats.
5. After the allotment of seats in Round 3, the Candidate will not be eligible to participate in any further rounds of the State Counseling Process. Names of such candidates will be informed to MCC.
Subsequent Round(s):
After Round 3, subsequent Online Stray Vacancy Round(s) will be conducted if seat(s) remain vacant.
Online CAP Stray Vacancy Round Process:

- Seats not allotted during Round 3.
- Seats vacant due to non-joining of candidate(s) allotted in Round 3.
Eligible Candidates:
- Candidates who have registered & filled the online preference form previously but have not been allotted a seat till Round 3.

Note:
- Â No new registration will be done for this Round.

Payment of Fees
The course fee must be paid at the respective college using a Demand Draft from any Nationalised/Scheduled Commercial Bank, made payable to the Dean/Principal of the College, as applicable.
Final Selection
The selection made by the Competent Authority according to this procedure is final and binding on the Candidate. Requests for mutual transfer are not permissible and will not be entertained.
Compulsory Social Responsibility Service
As per Government Resolution, candidates who join seats in Government/Municipal Corporation colleges for admission to MBBS/BDS Courses either through GOI nominee, All India quota, and State quota through NEET UG 2024 onwards will be required to sign a social responsibility service agreement to serve the Government of Maharashtra or local self-government or Defence services for one year after completing their internship. Additionally, they must sign an undertaking stating that they will not leave India within five years from the date of obtaining their degree. Failure to comply will result in a penalty of Non-Refundable Rs. 10,00,000/- (Ten lakh rupees only).
Social Responsibility Service for Private Unaided MBBS Courses
As per Government Resolution, candidates who have secured admission to MBBS courses in Govt. aided/Unaided Private institutes through NEET UG 2024 and are receiving reimbursement/scholarship from various departments such as Tribal Welfare Department, Social Justice, And Special Assistance Department, Other Backward Bahujan Welfare Department, and Medical Education & Drug Department will be required to sign a social responsibility service agreement to serve the Government of Maharashtra for one year after completing their internship. However, candidates who are not receiving reimbursement of fees/scholarships are exempt from this social responsibility service requirement. The Directorate of Medical Education Research, Mumbai, and the Directorate of Health Services, Government of Maharashtra, will oversee the implementation of the social responsibility service allotment.

Penalty and Social Responsibility Service
For Government / Corporation / State quota of central Government Colleges:
- Candidates admitted to postgraduate courses through All India Post Graduate quota or NEET-PG 2024 state quota in Government/Corporation colleges must complete their Junior residency tenure. Failure to do so will result in a non-refundable penalty of Rs. 10,00,000/-. However, this rule doesn’t apply to NEET-PG 2023 candidates who resign before the prescribed date.
- Any candidate admitted through either quota responsible for the lapse of a postgraduate medical seat will incur an additional non-refundable penalty of Rs. 10,00,000/-. Such candidates are ineligible for State Quota admission in the subsequent two academic years, i.e., NEET PG 2025 & 2026.
- Candidates joining Government/Municipal Corporation college seats for postgraduation must sign a bond to serve Maharashtra’s government or local self-government or Defense services for one year. Failure to fulfill this social responsibility service will incur a penalty of Rs. 50,00,000/-.
- Graduates of MD/MS/Diploma from Government/Corporation colleges must complete a social responsibility service bond either with the Government of India or its undertaking institutes, Defense services, Maharashtra State services, or local self-government bodies within Maharashtra.
- In-service candidates completing postgraduate courses on reserved In-service quota seats must additionally complete a one-year compulsory social responsibility service in any Government Medical College in Maharashtra.
- Private Unaided Medical Institutions cannot demand Bank Guarantees equivalent to the next academic year’s fees at admission and cannot impose Bond Service after completion of Postgraduate courses.
- Candidates resigning from seats in Unaided Private/Minority Medical Colleges after the prescribed date must pay three years’ fees as a penalty.
