Reservation
- Government Institutions will assign 15% of seats to the All India Merit Category of NEET UG-2023, while the remaining 85% will be assigned under the Haryana State Merit Category of NEET UG-2023.
- Private Medical Institutions affiliated with Pt. B.D. Sharma University of Health Sciences, Rohtak, will fill 50% of seats under the State Quota and the remaining 50% under the Management Category. Within the Management Category, 15% of seats will be reserved for the Non-Resident Indian (NRI) Category.
- The State Reservation Policy will apply to admissions for all State Quota seats in Government/Government Aided Medical Colleges and 50% of State Quota seats in Private Medical Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak.
- 5% of the State Quota seats will be reserved for candidates with Benchmark Disabilities. The selection will be based on the NEET UG 2023 merit list, and the Disability Certificate issued by designated Disability Centers or the Medical Board constituted by PGIMS, Rohtak, will be considered valid for admission. The final decision on discrepancies will rest with the medical board at PGIMS, Rohtak. The dates of the medical board sessions will be publicized on the Admission Web portal and the websites of Pt. B.D. Sharma UHS, Rohtak, and the Department of Medical Education and Research, Haryana.
- Seat distribution in Medical Colleges under Private Universities (SGT University, Budhera Gurugram; Al-Falah University, Faridabad; and PDM University, Bahadurgarh, Jhajjar) will follow Section-35 of the Haryana Private Universities Act, 2006.

Eligibility Criteria
- Must be a citizen of India.
- For admission to MBBS courses in Government/Government Aided Medical Institutions and Open Merit Category (State Quota) Seats in Private Medical Institutions, the applicant must be a bonafide resident of Haryana. The candidate or their parents must possess a Haryana Residence Certificate.
- Candidates from all over India, irrespective of their state of domicile and place of study, are eligible for the Management Category seats.
- All candidates, including General/SC/SC(Deprived)/BC-A/BC-B/Benchmark disabilities/EWS/ESM/FF, must meet the minimum eligibility criteria/qualifications/qualifying criteria as prescribed in the information bulletin for the NEET issued by NTA for the year 2023-24. The eligibility criteria also comply with the regulations of the National Medical Commission, as issued from time to time.
Admission Process to State Quota seats in Govt./Govt. Aided and Open Merit Category seats (State Quota Seats) in Private Medical Colleges, including those under Private Universities located in the State of Haryana: –
Admissions for the mentioned categories will be based on the Haryana State Merit list prepared from the registered candidates on the admission web portal, as per NEET UG 2023.
The counseling schedule, admissions, and classes will adhere to the prescribed schedule by the NMC/Ministry of Health and Family Welfare, the Indian Government, and the State Government.
Candidates applying based on NEET UG 2023 should meet the eligibility criteria for admissions under NEET UG 2023.
The NEET 2023 Rank will determine merit for admissions. For admissions under the ESM category, preference will be given as per the State Government Notification No. 22/10/2013-2013-1GSIII dated 10/08/2017.
The choice of course/institution the candidate selects during online counseling will be considered final. No changes or edits to the preferences will be allowed after the specified deadline.
The allotment of institutions/courses will strictly follow the merit list based on the candidate’s NEET-UG-2023 merit in the State List/All India List, along with their choice/preference of course/institute filled on the online portal.
Candidates provisionally allocated seats must appear in person for document verification with all original documents at the Admission Committee at Pt. B. D. Sharma University of Health Sciences, Rohtak. No representation on behalf of candidates through authority letters or any other means will be accepted. The provisional allocation of seats online does not grant any legal right to the candidate, and the seat will be confirmed only after document verification within the specified period. Payment of tuition or other fees does not confer any legal right to the provisionally allotted seat. The Admission Committee reserves the right to cancel the provisional seat allocation in case of incomplete/invalid documents or for reasons provided.
The Admission Committee will be responsible for making decisions regarding admission-related matters, including supervision of the admission web portal, conducting counseling, document verification, seat allocation, and related disputes, by existing rules and regulations.
The Director of Medical Education and Research, Haryana, will serve as the Appellate Authority to hear appeals for decisions made by the Admission Committee. Appeals can be submitted on plain white paper with a copy of the Admission Committee’s decision through email to [email protected].
The final number of seats in each course/institute under each category will be available on the websites: uhsr.ac.in, dmer.haryana.gov.in, and the admission web portal.
If there are vacancies after the first round of counseling, such seats will be filled during the second round.
Fresh registration will be allowed for participation in the second round. Fresh candidates must register on the admission web portal. Students are advised to visit the websites of DMER – dmer.haryana.gov.in, Pt regularly. B.D. Sharma University of Health Sciences, Rohtak – uhsr.ac.in, and the Admission Web portal for the latest updates.
Candidates who have registered for the first round and wish to participate in the second round do not need to register again. However, they must indicate their willingness/option to participate in the second round of counseling online.
candidates who wish to participate in the second round of counseling and opt for State Quota Seats in Government/Government Aided Medical/Dental Institutes only must pay a fee of Rs. 10,000/- (Rs. 5000/- for SC/BC/PWD/EWS) through online payment mode. Suppose a candidate wishes to opt for State Quota Seats in Government and State Quota Seats/Management Quota seats in Private Medical/Dental Institutes. In that case, they must deposit Rs. 1.00 Lakh online. Failure to deposit the required amount will render the candidate ineligible for participation in the second round of counseling. This amount will be adjusted in the first-year U.G. course fee and refunded if no seat is allotted.
Candidates allotted seats in the first round have the right to retain them. The allotted seat can only be changed if the candidate receives an updated and preferred seat during the second round. However, candidates participating in the second round of online counseling must submit their preferences afresh. Candidates allotted seats in the first round should provide fresh choices in order of preference for the Course/Institute they wish to upgrade to.
The allotment of the course/institution will be strictly based on merit drawn from the NEET-UG-2023 merit list, and the choice/preference of the course/institute filled by the candidate on the online portal will be considered final.
candidates allotted seats in the 2nd round of counseling but fail to join will forfeit the fees submitted to the Admission Committee. However, they will be eligible to participate in the mop-up round.
Candidates who have joined the seat allotted to them in the first round of All India Counseling/State Counseling are not eligible to participate in the Mop-Up Round or subsequent rounds. Suppose seats remain vacant even after the two rounds of counseling. In that case, the remaining seats will be filled per the directions of the Ministry of Health and Family Welfare, Government of India/National Medical Commission/Dental Council of India/State Government, and as per the notified schedule by the State Government.
Note: Any amendments by MOHFW/NMC/DCI/State Government will precede any provisions in this Notification.
The registration cum counseling fee (non-refundable) is as follows: Rs. 2500/- for Unreserved Category, Rs. 1250/- for SC/BC/EWS/PWD Category of Haryana, and Rs. 10,000/- for NRI Category.
All private medical/dental institutes, including those under private universities, must deposit a processing fee of Rs. 2000/- per sanctioned intake of seats for counseling.
Eligible candidates seeking caste-based benefits for Post Matric Scholarship must upload the following original documents during document verification: a) Caste Certificate, b) Aadhar Card, c) Account Number along with IFSC Code, and d) Parivar Pehchan Patra.
Admission Process to Management Category seats in Private Medical College of Haryana:
A similar process will be followed for admissions to Management Category seats also. However, the merit shall be drawn based on the All India Merit of NEET UG-2023.
Admission to NRI Category
Admission for the NRI category will be as per merit of NEET-2023. Only NEET-qualified students will be available for admission under the NRI category. PIOs/OCIs and Foreign Nationals who are NEET exam qualified can also apply under the NRI category.
The preference for admission under the NRI category shall be considered as under: –
- Actual NRIs/OCIs/PIOs candidates who originally belonged to Haryana.
- Children of NRIs/OCIs/PIOs who originally belonged to Haryana.
- Actual NRIs/OCIs/PIOs who originally belonged to any other state.
- Children of NRIs/OCIs/PIOs who originally belonged to any other state.
- Real brother and sister of the candidate.
- If the student’s first-degree relative is an NRI residing abroad, the candidate must fulfill the following conditions:
a) The NRI relative should be the nearest relation.
b) The definition of the nearest relation includes the following blood relations:
- Real brother and sister of the student’s father (i.e., real uncle and real aunt).
- Real brother and sister of the student’s mother (i.e., real maternal uncle and maternal aunt).
- Father and mother of the student’s father (i.e., grandfather and grandmother).
- Father and mother of the student’s mother (i.e., maternal grandfather and maternal grandmother).
- First-degree paternal and maternal cousins.
- The person must be an NRI.
- The persons above should ordinarily be residing abroad.
- The NRI relative should have looked after the student as their guardian; evidence supporting this claim must be provided.
- Foreign nationals will be considered for admission under the NRI quota after exhausting the list of NRIs/ PIOs/OCIs.

Haryana NEET PG Medical Counselling 2023: Admission Process
Students must visit the official website of Haryana P.G. Medical Admission. The DME has published the Notification for Haryana P.G. Medical Admission 2023. Admission will be based on NEET PG 2023 Marks.
Online Registration Process
To apply for Haryana P.G. Medical 2023, candidates must follow the steps mentioned below:
- Fill in the correct and verifiable information in the Haryana P.G. Medical 2023 Application form. This includes name, gender, domicile, category, and contact information.
- After completing the form, deposit the required fee based on the number of courses (s) applied for. Candidates should carefully cross-check the fee corresponding to their category.
- In case of any errors or mistakes in the application, a correction window will be opened, and candidates will be duly notified. Students must deposit the fee designated for making corrections in the online admission form if corrections are necessary.

Haryana NEET PG State Merit List

Choice Filling and Choice Locking
